The bridleway down St.&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;Helens&lt;/span&gt; Lane has been closed for a number of weeks and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Barnburgh&lt;/span&gt; Lane, between &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Barnburgh&lt;/span&gt; and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Goldthorpe&lt;/span&gt; will be closed for 10 weeks.  More disruption then over the summer, with further road closures in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;Barnburgh&lt;/span&gt; and along &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;Hangmanstone&lt;/span&gt; Lane, as the two ends are linked together. There has been very little activity on site, save for the erection of 4 wooden marker posts where the towers will eventually sit. I suspect that the manufacture of the turbines is taking longer than expected and that demand is high at the moment, so Banks have been canny in at least marking out the plots so that they can declare that they have started on-site. My guess is that we will see progress in the Spring/Summer of '09. Local Councils&lt;br /&gt;are under severe pressure to approve schemes and are being&lt;br /&gt;forced to consider placement within greenbelt areas, many with&lt;br /&gt;designated landscape value. Our countryside will become&lt;br /&gt;blighted if we allow this to continue and many communities will&lt;br /&gt;be disrupted by noise. As an example, to meet the target for&lt;br /&gt;Yorkshire, an on-shore wind Farm the size of Bradford will need&lt;br /&gt;to be built. Without intervention, this will happen by&lt;br /&gt;stealth, with a small &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;windfarm&lt;/span&gt; being developed seemingly every&lt;br /&gt;other village. I call for the Government to re-issue guidelines&lt;br /&gt;to only allow on-shore developments to be sited on brownfield&lt;br /&gt;sites at least 2km away from residential property. Councillors voted 6 to 4 to approve the Wind Farm Application.  This now goes forward, with &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Doncaster&lt;/span&gt; Councils blessing to the Secretary of State for final approval.  That step looks to be a formality.&lt;br /&gt;&lt;br /&gt;Action Group Members and representatives of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Marr&lt;/span&gt; Parish Council were gutted at the outcome.  &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;Disappointingly&lt;/span&gt;, there was no representation from &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;Hickleton&lt;/span&gt;, &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;Barnurgh&lt;/span&gt; and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;Harlington&lt;/span&gt; or High Melton Parish Councils.&lt;br /&gt;&lt;br /&gt;Concerns over noise were debated at length and then largely dismissed by &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;Doncaster&lt;/span&gt; Environmental Health Department.  The impact on Greenbelt and the fact that the site is within an area of 'great landscape value' were dismissed and hardly debated.&lt;br /&gt;&lt;br /&gt;The action group will lobby the Secretary of State, but are not hopeful of overturning the decision.  We will also lobby for certain conditions to be applied - particularly around noise and the construction/traffic plans.&lt;br /&gt;&lt;br /&gt;My guess is that site works will begin in the Autumn.&lt;br /&gt;&lt;br /&gt;Keep watching the site and I will report progress. So today I sat down in the Planning Department and went through each and every letter.&lt;br /&gt;&lt;br /&gt;Firstly letters of support for the proposal.  This was a simple task as there were just three standard letters that had been photocopied and submitted.  I suspect that these had been handed out in the Market Place.  I did not see one letter that had been handwritten.  It is also interesting to see that of the 228 letters of support submitted - 15% did not have a &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Doncaster&lt;/span&gt; post-code and 2 were from outside of the UK (&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Gibraltar&lt;/span&gt; and Texas!).  It is also worthy of note that only a single letter of support was received from one of the effected villages.&lt;br /&gt;&lt;br /&gt;Of the 132 letters of objection, many were lengthy and hand-written and some were supported by newspaper clippings and extracts from reports.  It was clear that people felt strongly about the proposal and were worried about the impact that the development would have.  There was strong objection from all of the surrounding villages.&lt;br /&gt;&lt;br /&gt;Thank you to anyone that took the time to sit down, think about the issue and put pen to paper (or finger to keyboard). &lt;br /&gt;&lt;br /&gt;The distribution by area was as follows:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Letters of Support&lt;/strong&gt;&lt;br /&gt;Central &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Doncaster&lt;/span&gt; To counter this over 230 letters of support for the scheme have been submitted. English Heritage have already firmly objected to the scheme&lt;/li&gt;&lt;li&gt;At 125m, the wind turbines will be amongst the tallest erected in the UK.  They will be seen predominantly from local conservation villages and for miles around Doncaster and the Dearne Valley&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;2.       &lt;u&gt;Safety Concerns&lt;/u&gt;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;The towers are set-back just 200m either side of Hangman Stone Road and 500m from the busy A635.  There is a high risk of distraction to motorists&lt;/li&gt;&lt;li&gt;This also contravenes guidance from the British Horse Society that recommends that wind turbines should not be located closer than 500m from lanes or bridleways &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;3.       &lt;u&gt;Noise Levels&lt;/u&gt;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;The nearest residential property will be just 850m from a Wind Turbine.  The UK Noise Association have lobbied for a minimum 1.5km stand-off and Retaxa (a German Wind-Turbine Manufacturer) quote a minimum stand-off of 2km.&lt;/li&gt;&lt;li&gt;Banks claim that the Wind Turbines will not cause ‘significant disturbance’.  However, the noise levels in Melton Wood and nearby footpaths and bridleway are shown as being high.&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;4.  &lt;u&gt;Flicker Effect&lt;/u&gt;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Blade flicker can cause health issue.  Banks have not addressed the effects, propose ‘no mitigation’ and claim they will ‘review during operation of the scheme’ – by which point it will be TOO LATE.   &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;5.       &lt;u&gt;The area will become a ‘Brown-Field Site’&lt;/u&gt;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;The turbines require 720 tonnes of concrete foundations 18m x 18m square x 3.5m deep.  2km of permanent 5m wide hard track will need to be constructed.  The site will also house a site control building, electrical sub-station and 80m wind monitoring tower.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;6.       &lt;u&gt;Local Disruption During Construction&lt;/u&gt; &lt;/p&gt;&lt;ul&gt;&lt;li&gt;To construct the site, Banks predict an average of 29 vehicle movements per day.  Some of these will require road closures and the disruption to the already busy A635 will be considerable. &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;7.       &lt;u&gt;The Scheme is neither Efficient nor Economic&lt;/u&gt;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Banks claim that the Turbines will generate electricity for 85% of the time.  An independent report from the Renewable Energy Foundation has shown that Wind Farms in England operate for no more that 25% of the time throwing into doubt the credibility of the Marr scheme.  By its nature, wind power is intermittent and the scheme will not reduce the amount of main stream power generation required&lt;/li&gt;&lt;li&gt;The subsidy for Wind Turbine generation stands around £45.50 per megawatt hour and a total cost of £140 per megawatt hour to the consumer.  By comparison, the Hatfield Main ‘clean coal’ scheme will generate power at £40 per megawatt hour.  Without subsidies, Wind Farm schemes would not be viable.  Be wary that Wind Farms are proposed for commercial and not environmental reasons.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;&lt;br /&gt;8.       &lt;u&gt;There will need to be a further planning application for power lines and Highway Works&lt;/u&gt;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Banks have not included a planning application for overhead powerlines linking the site to the existing electricity grid.  As such, it is uncertain where these will be routed and the impact that they will have.   &lt;/li&gt;&lt;li&gt;For heavy loads, Banks have also indicated that there will need to be ‘highways improvements’ in Marr at the junction of the A635 and Blacksmith’s Lane.  A planning application for this within the Marr conservation area and an existing traffic accident hot-spot, have not been submitted.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;&lt;br /&gt;9.      &lt;u&gt; House prices will be effected&lt;/u&gt;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;The development is likely to have an adverse impact on house prices.  Banks maintain that prices recover in the long term, but this is small comfort to residents, some of who may become ‘trapped’, unable to recoup the current market value of their property.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;10.  &lt;u&gt;This may not be the end of it!&lt;/u&gt;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Banks have refused to give assurances that they would not make future applications to expand the site.  Remember that their original plans were for eight Wind Turbines and once this scheme has been implemented, it could ease the way for other land adjacent to the proposed site to house yet more.&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;&lt;span style="font-size:180%;"&gt;Banks say they have consulted with residents in Marr. The Public Enquiry for the Tween Bridge Wind Farm has started.&lt;br /&gt;&lt;br /&gt;13th Dec - Presentation to Barnburgh and Harlington Parish Council.&lt;br /&gt;&lt;br /&gt;9th Dec - Daily Telegraph article - 'Wind Farms are failing to generate the predicted amount of energy' - a report on a Study by the Renewable Energy Foundation. The report concludes that 'the most effective place to site turbines is a t sea near major cities where they can the greater power of off-shore winds without losing too much of the electricity generated in transmission through the National Grid'.&lt;br /&gt;&lt;br /&gt;2nd Dec - Yorkshire Post article - 'A green Future for Coal' - a report on a green power generation scheme at Hatfield Colliery. The scheme will mine coal in the old Yorkshire seam, and in a new on-site power station, super-heat the coal (not burn-it!) to provide clean power generation - carbon emissions will be zero. The plant will generate power at a cost of Â£40/megawatt-hour as opposed to Â£140/megawatt-hour for wind-power (most taken up by subsidies). The scheme has a 40 year life, will provide a secure supply of power (not intermittent), many times the output of a Wind Turbine. The scheme is also a job creator for the Yorkshire area.&lt;br /&gt;&lt;br /&gt;30th Nov Public Meeting Marr Lodge - over 50 people turned up for the Action Group update. The area, between Marr, Hickleton and High Melton (all conservation villages to the north west of Doncaster), has been classified as ‘an area of great landscape value, worthy of special protection’ by Doncaster Council. The turbines would also decimate stunning views surrounding, Brodsworth, Sprotbrough, Pickburn and Barnburgh.&lt;br /&gt;&lt;br /&gt;A number of footpaths and bridleways cross the designated development area, and are a joy to those who use them, particularly as there is an abundance of wildlife in the area – skylarks, red kites and a bat colony in Melton Wood the big attractions. The disruption will affect wildlife, ramblers, and cyclists, and the road and site development would bring the already congested Barnsley Road (A635) around Marr to a standstill at peak times.&lt;br /&gt;&lt;br /&gt;Marr and Hickleton residents have waited for a road bypass for some years now, to reduce the level of traffic, danger and noise levels, but despite plans being drawn up, nothing has materialised. Now there is anger that, as well as the total disruption from construction and maintenance, the turbines will extend the noise problem, particularly in the sleeping hours. The BHS adopted a policy in 1995 which recommended a minimum distance between the base of any turbine and the nearest equestrian route, of 200m. However that distance was arrived at when the average height of proposed turbines was between 40 – 50 metres. The ones proposed by Banks are 125 metres !&lt;br /&gt;&lt;br /&gt;The BHS notes that it is essential that a formula is identified which will calculate the minimum safe distance, based on the actual height of the turbine. (It can be assumed that if 200m was a minimum distance from a 50m turbine, then the minimum distance from a 125m turbine should be in the region of 500m.) The BHS goes on to suggest that the minimum distance should be at least three times the height of a turbine.&lt;br /&gt;&lt;br /&gt;If this was adhered to then the turbines would not fit into the proposed site.&lt;br /&gt;&lt;br /&gt;If the proposals went ahead regardless, then the bridleways would become unsafe and therefore unuseable, especially in the 12-18 month building phase. Developers have been known to wish to use bridleways for access to the wind farm site during the construction phase. The Society is opposed to such use.&lt;br /&gt;&lt;br /&gt;The Society fears that the heavy vehicles use of unsurfaced routes may result in irreversible damage and planning authorities are asked to take this into account. Besides outlining the proposal, other points of interest from the report were as follows.&lt;br /&gt;&lt;br /&gt;1.  As well as the construction of the 3-7 125m turbine towers, the scheme will also require construction of:&lt;br /&gt;&lt;p&gt;- 1 or more electrical sub-stations;&lt;/p&gt;&lt;p&gt;- a single storey control building&lt;/p&gt;&lt;p&gt;- an electrical compound for outside transformers and switchgear&lt;/p&gt;&lt;p&gt;- Trenches for cables between the towers, sub-station(s) and control building&lt;/p&gt;&lt;p&gt;- Hardstanding areas, access roads, fences and other infrastructure&lt;/p&gt;&lt;p&gt;2.  Connection to the national grid will be via overhead power lines. These will be subject to a separate planning application.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;3. They pointed me towards their local groups for specific comment and potential support against the Marr Wind Farm. Our policy is to oppose industrial scale developments that have a negative visual impact on the countryside. We are campaigning for reform of the Renewables Obligation, the government subsidy which has promoted on-shore wind at the expense of other, less intrusive renewable energy technology. We also work with others to promote energy efficiency and demand management as the best way to reduce carbon emissions and tackle climate change. CPRE remain neutral on the subject until they have been able to perform their own assessment for a specific site (which will happen in due course).
