The work to install the high voltage feed into the electrical grid is underway. The bridleway down St.Helens Lane has been closed for a number of weeks and Barnburgh Lane, between Barnburgh and Goldthorpe will be closed for 10 weeks. More disruption then over the summer, with further road closures in Barnburgh and along Hangmanstone Lane, as the two ends are linked together. With this progressing, it is safe to assume that site works will commence shortly.

One year on and no turbines in place. There has been very little activity on site, save for the erection of 4 wooden marker posts where the towers will eventually sit. I suspect that the manufacture of the turbines is taking longer than expected and that demand is high at the moment, so Banks have been canny in at least marking out the plots so that they can declare that they have started on-site. My guess is that we will see progress in the Spring/Summer of '09. In the meantime, we will continue to cherish the beauty of the area - while it remains unspoilt.

Just to complete the story - the action group pursued the fight by:

- making an official complaint to Doncaster Council regards the manner in which the planning application was processed
- made a similar complaint to the Local Government Ombudsman - who responded that there was no case to answer
- requested that Doncaster Council take into account a specific list of recommendations from local residents when imposing planning restrictions on Banks - no response received

You will probably have seen that Banks have erected an anemometer on the site. No doubt that the turbines are currently being manufactured and site clearance will begin in the spring.

We the undersigned petition the Prime Minister to stop all
current on-shore Wind Farm development in Greenbelt areas until
a national planning policy for renewable energy has been
established.

The Government has set regional targets for renewable energy
generation. While this is a commendable approach to climate
change and carbon emissions, the lure of subsidies has created
a rush of planning submissions from developers. Local Councils
are under severe pressure to approve schemes and are being
forced to consider placement within greenbelt areas, many with
designated landscape value. Our countryside will become
blighted if we allow this to continue and many communities will
be disrupted by noise. As an example, to meet the target for
Yorkshire, an on-shore wind Farm the size of Bradford will need
to be built. Without intervention, this will happen by
stealth, with a small windfarm being developed seemingly every
other village. I call for the Government to re-issue guidelines
to only allow on-shore developments to be sited on brownfield
sites at least 2km away from residential property. Indeed,
large-scale developments should only be considered for
placement off-shore.

The planning application now has to go to the Local Government Planning Office to endorse the fact that the Planning Application is contrary to the Doncaster Unitary Development Plan in allowing this type of development in an area of Greenbelt designated as having great landscape value.

The Local Government Officer has indicated that he will consider objections.

We lost!

Today at the Planning Committee, Doncaster Councillors voted 6 to 4 to approve the Wind Farm Application. This now goes forward, with Doncaster Councils blessing to the Secretary of State for final approval. That step looks to be a formality.

Action Group Members and representatives of Marr Parish Council were gutted at the outcome. Disappointingly, there was no representation from Hickleton, Barnurgh and Harlington or High Melton Parish Councils.

Concerns over noise were debated at length and then largely dismissed by Doncaster Environmental Health Department. The impact on Greenbelt and the fact that the site is within an area of 'great landscape value' were dismissed and hardly debated.

The action group will lobby the Secretary of State, but are not hopeful of overturning the decision. We will also lobby for certain conditions to be applied - particularly around noise and the construction/traffic plans.

My guess is that site works will begin in the Autumn.

Keep watching the site and I will report progress. Maybe the information will be of help to other campaigners facing a similar plight.

Letter of Support and Objection

Much has been made of the fact that more letters of support have been submitted in support of the Windfarm than those that have objected. So today I sat down in the Planning Department and went through each and every letter.

Firstly letters of support for the proposal. This was a simple task as there were just three standard letters that had been photocopied and submitted. I suspect that these had been handed out in the Market Place. I did not see one letter that had been handwritten. It is also interesting to see that of the 228 letters of support submitted - 15% did not have a Doncaster post-code and 2 were from outside of the UK (Gibraltar and Texas!). It is also worthy of note that only a single letter of support was received from one of the effected villages.

Of the 132 letters of objection, many were lengthy and hand-written and some were supported by newspaper clippings and extracts from reports. It was clear that people felt strongly about the proposal and were worried about the impact that the development would have. There was strong objection from all of the surrounding villages.

Thank you to anyone that took the time to sit down, think about the issue and put pen to paper (or finger to keyboard).

The Wind Farm Planning Application will not be considered at the 5th June meeting. An error has been made in the way that the application has been advertised and so has to be re-posted. It is now possible that it will be on the agenda for 26th June or possibly mid July. Updates to follow.

Planning Date Set

The Planning Application will be considered by Doncaster Council at the meeting on 5th June 2007.

Over 150 letters of objection have been submitted to the council and these include letters from all four of the Parish Councils and the Barnburgh Hall Management Company. To counter this over 230 letters of support for the scheme have been submitted. English Heritage have also withdrawn their objection and the Campaign for the Protection of Rural England have come down in foavour of the scheme.

Overall, Doncaster Planning Department have made a recommendation that the scheme be approved.

The Action Group have requested permission to speak at the session and will be raising strong objection.

We are now at the mercy of the Planning Committee.

Alternatives to the Marr Wind Farm

That Doncaster already has a large scale ‘clean-power’ generation scheme in development at the old Hatfield Main Colliery site. This will produce massive clean-power from the borough – swamping the intermittent output from the proposed Marr Wind Farm. The scheme will also generate 350 jobs – adding value to the local economy.
Backing the recommendations of the Renewable Energy Foundation that has called for larger scale Wind Farms to be suitably sited in off-shore locations.
Take steps to reduce your own domestic energy consumption and carbon footprint. Follow the lead of David Bellamy who observes that the single act of using low energy light bulbs would totally remove the need for Wind Farms in the UK.
Lobby your local councillors and MPs to show leadership by reducing energy consumption within government and local authority buildings.

10 Reasons to Object to the Wind Farm Proposal

1. The Location of the Site

The site is located in an area of green-belt designated as having ‘Great Landscape Value’ (source Doncaster Unitary Development Plan), where development should be restricted in order to ‘protect and enhance valuable features.
The site lies adjacent to Melton Wood Country Park, local footpaths and bridleways and hence compromises a key local amenity that is enjoyed by walkers, cyclists and horse-riders
The site lies in close proximity to conservation villages and important country houses at Hickleton and Brodsworth. English Heritage have already firmly objected to the scheme
At 125m, the wind turbines will be amongst the tallest erected in the UK. They will be seen predominantly from local conservation villages and for miles around Doncaster and the Dearne Valley

2. Safety Concerns

The towers are set-back just 200m either side of Hangman Stone Road and 500m from the busy A635. There is a high risk of distraction to motorists
This also contravenes guidance from the British Horse Society that recommends that wind turbines should not be located closer than 500m from lanes or bridleways

3. Noise Levels

The nearest residential property will be just 850m from a Wind Turbine. The UK Noise Association have lobbied for a minimum 1.5km stand-off and Retaxa (a German Wind-Turbine Manufacturer) quote a minimum stand-off of 2km.
Banks claim that the Wind Turbines will not cause ‘significant disturbance’. However, the noise levels in Melton Wood and nearby footpaths and bridleway are shown as being high.

4. Flicker Effect

Blade flicker can cause health issue. Banks have not addressed the effects, propose ‘no mitigation’ and claim they will ‘review during operation of the scheme’ – by which point it will be TOO LATE.

5. The area will become a ‘Brown-Field Site’

The turbines require 720 tonnes of concrete foundations 18m x 18m square x 3.5m deep. 2km of permanent 5m wide hard track will need to be constructed. The site will also house a site control building, electrical sub-station and 80m wind monitoring tower.

6. Local Disruption During Construction

To construct the site, Banks predict an average of 29 vehicle movements per day. Some of these will require road closures and the disruption to the already busy A635 will be considerable.

7. The Scheme is neither Efficient nor Economic

Banks claim that the Turbines will generate electricity for 85% of the time. An independent report from the Renewable Energy Foundation has shown that Wind Farms in England operate for no more that 25% of the time throwing into doubt the credibility of the Marr scheme. By its nature, wind power is intermittent and the scheme will not reduce the amount of main stream power generation required
The subsidy for Wind Turbine generation stands around £45.50 per megawatt hour and a total cost of £140 per megawatt hour to the consumer. By comparison, the Hatfield Main ‘clean coal’ scheme will generate power at £40 per megawatt hour. Without subsidies, Wind Farm schemes would not be viable. Be wary that Wind Farms are proposed for commercial and not environmental reasons.

8. There will need to be a further planning application for power lines and Highway Works

Banks have not included a planning application for overhead powerlines linking the site to the existing electricity grid. As such, it is uncertain where these will be routed and the impact that they will have.
For heavy loads, Banks have also indicated that there will need to be ‘highways improvements’ in Marr at the junction of the A635 and Blacksmith’s Lane. A planning application for this within the Marr conservation area and an existing traffic accident hot-spot, have not been submitted.

9. House prices will be effected

The development is likely to have an adverse impact on house prices. Banks maintain that prices recover in the long term, but this is small comfort to residents, some of who may become ‘trapped’, unable to recoup the current market value of their property.

10. This may not be the end of it!

Banks have refused to give assurances that they would not make future applications to expand the site. Remember that their original plans were for eight Wind Turbines and once this scheme has been implemented, it could ease the way for other land adjacent to the proposed site to house yet more.

Banks say they have consulted with residents in Marr. They clearly did not listen as 100% of residents that attended the Marr Village meeting voted against the proposal.

No planning submission from Banks yet, but here's a quick update on events since the last posting:

11th Jan - Doncaster Free Press article. The Public Enquiry for the Tween Bridge Wind Farm has started.

13th Dec - Presentation to Barnburgh and Harlington Parish Council.

9th Dec - Daily Telegraph article - 'Wind Farms are failing to generate the predicted amount of energy' - a report on a Study by the Renewable Energy Foundation. The report concludes that 'the most effective place to site turbines is a t sea near major cities where they can the greater power of off-shore winds without losing too much of the electricity generated in transmission through the National Grid'.

2nd Dec - Yorkshire Post article - 'A green Future for Coal' - a report on a green power generation scheme at Hatfield Colliery. The scheme will mine coal in the old Yorkshire seam, and in a new on-site power station, super-heat the coal (not burn-it!) to provide clean power generation - carbon emissions will be zero. The plant will generate power at a cost of Â£40/megawatt-hour as opposed to Â£140/megawatt-hour for wind-power (most taken up by subsidies). The scheme has a 40 year life, will provide a secure supply of power (not intermittent), many times the output of a Wind Turbine. The scheme is also a job creator for the Yorkshire area.

30th Nov Public Meeting Marr Lodge - over 50 people turned up for the Action Group update. The presentation was well received with a lively debate afterwards.

Nov - RSPB confirmed that there are no grounds from a bird perspective to object to the Marr proposal.

Banks have confirmed that the proposed development will now be restricted to just 4 wind turbines, these being number 1-4 on their original plan.

This now means the distance between the nearest towers and the closest housing will be:

- Marr: 0.8km
- Barnburgh: 1.6km
- High Melton: 2.0km

Remember that the UK Noise association have recommended that Wind Turbines should be sighted at least 1 mile from the nearest residential property (see links opposite). None of the 4 turbine towers falls within this criteria.

The following text will be released to various press bodies:

"A green belt area of outstanding beauty is being targeted by developers, Banks UK, to site 4 – 7 wind turbines, each almost the size of Blackpool Tower. The area, between Marr, Hickleton and High Melton (all conservation villages to the north west of Doncaster), has been classified as ‘an area of great landscape value, worthy of special protection’ by Doncaster Council. The turbines would also decimate stunning views surrounding, Brodsworth, Sprotbrough, Pickburn and Barnburgh.

A number of footpaths and bridleways cross the designated development area, and are a joy to those who use them, particularly as there is an abundance of wildlife in the area – skylarks, red kites and a bat colony in Melton Wood the big attractions. The disruption will affect wildlife, ramblers, and cyclists, and the road and site development would bring the already congested Barnsley Road (A635) around Marr to a standstill at peak times.

Marr and Hickleton residents have waited for a road bypass for some years now, to reduce the level of traffic, danger and noise levels, but despite plans being drawn up, nothing has materialised. Now there is anger that, as well as the total disruption from construction and maintenance, the turbines will extend the noise problem, particularly in the sleeping hours. The proposed location is 800m from homes - half the minimum distance recommended by the UK Noise Association.

A wind farm here would contravene all the principles of conservation, and for people who know the area, losing this part of the Doncaster countryside is unthinkable."

British Horse Society

No less than three public bridleways run through the proposed site.

The British Horse Society (BHS) has produced an Advisory Statement (No.20) regarding the siting of Wind Farms (see link opposite). The BHS adopted a policy in 1995 which recommended a minimum distance between the base of any turbine and the nearest equestrian route, of 200m. However that distance was arrived at when the average height of proposed turbines was between 40 – 50 metres. The ones proposed by Banks are 125 metres !

The BHS notes that it is essential that a formula is identified which will calculate the minimum safe distance, based on the actual height of the turbine. (It can be assumed that if 200m was a minimum distance from a 50m turbine, then the minimum distance from a 125m turbine should be in the region of 500m.) The BHS goes on to suggest that the minimum distance should be at least three times the height of a turbine.

If this was adhered to then the turbines would not fit into the proposed site.

If the proposals went ahead regardless, then the bridleways would become unsafe and therefore unuseable, especially in the 12-18 month building phase. Developers have been known to wish to use bridleways for access to the wind farm site during the construction phase. The Society is opposed to such use.

The Society fears that the heavy vehicles use of unsurfaced routes may result in irreversible damage and planning authorities are asked to take this into account. Any permission should be subjected to specific conditions regarding maintenance and reinstatement and these should be enshrined within the planning consent.

Planning Policy Guidance Note 7 (PPG 7), The Countryside – Environmental Quality and Economic and Social Development makes a positive statement about horse riding and gives advice on the need to consider the impact of proposed developments on public rights of way (para. 3.13).

In view of this guidance the Society believes it ought to be consulted on any planning cases which may impact on equestrian use of or condition of a public rights of way.

Scoping Responses - English Heritage, English Nature and S.Yorks Archeology

In response to Banks' Scoping Report, statutory bodies responded as follows:

English Heritage - firmly opposed
- the landscape is distinctive, pleasant and largely unspoiled
- the site lies between three sites in the English Heritage Register of Historic Parks and Gardens (Brodsworth, Cusworth and Hickleton)
- the villages of Hickleton, Marr and Brodsworth contain listed Churches whose settings are likely to be effected by the windfarm proposal.

English Nature - recommend further assessment
- question the basis against which an ornithological assessment has been undertaken/is proposed
- question the impact on the bat colony at Sprotborough Gorge and suggest an impact assessment on bats is included
- recommend an assessment of the impact on protected species, particularly badgers.

South Yorkshire Archeology Service - can work with the scheme
- the area of the proposed windfarm has a high archeological potential
- a desk based assessment would need to be undertaken prior to planning application
- a field based assessment may be required
- on-site works would probably need to be closely monitored
- the scheme could be designed to be sympathetic to any acheological concerns

Scoping Report from Banks

Yesterday I received a copy of the Scoping Report submitted by Banks to Doncaster Council in July. Besides outlining the proposal, other points of interest from the report were as follows.

1. As well as the construction of the 3-7 125m turbine towers, the scheme will also require construction of:

- 1 or more electrical sub-stations;

- a single storey control building

- an electrical compound for outside transformers and switchgear

- Trenches for cables between the towers, sub-station(s) and control building

- Hardstanding areas, access roads, fences and other infrastructure

2. Connection to the national grid will be via overhead power lines. These will be subject to a separate planning application.

3. As well as the known impacts on noise, the landscape, ecology, ornithology and traffic, the report also reveals a potential electromagnetic impact on TV signals (ghosting) and communications equipment.

In the next posting, I'll cover the responses from statutory bodies consulted at the scoping stage.

Ramblers Association

I spoke with the Ramblers Association today and they confirmed their general opposition to wind farm developments. They pointed me towards their local groups for specific comment and potential support against the Marr Wind Farm. I also copy below text from an e-mail from them:

I spoke to the Campaign to Protect Rural England (CPRE) today and received some very good advice regards the planning process and current state of affairs with wind farm developments in the UK. CPRE remain neutral on the subject until they have been able to perform their own assessment for a specific site (which will happen in due course). They were aware of the Marr proposal and were knowledgeable about the area having been involved in a number of other schemes locally.

On Thursday 12th October, residents of Marr met to discuss the proposal to construct a Wind Farm on green-belt farm-land opposite their village. They voted unanimously to object to the proposal, shared their collective concerns and resolved to raise awareness with others in the local area. Further details to follow.
